My old stand by for uncooperative gluing surfaces has been mentioned
here before.  Coat the fiberglass with 3M spray foam adhesive and let
it set. then re-apply the glue.  You could use the 3m as the glue or
then recoat with the contact cement.  The 3M or similar products
adhere to almost any surface and can also be used as a paint primer
I'm told on foam swimming noodles
