Assorted kitchen utensils are fun to make into puppets - pick them up cheap at resale shops. If you tie on yarn and rafia and use bits of sticky back felt and or foam, and scrap booking glue dots to attach stuff, kids don't have to wait for glue to dry before using their puppets - that is always the hardest part!
