Use crumpled up newspaper with masking tape for the basic sculpt and finish it off with three coats of mache. I like shopping bags and newsprint - last coat bags ie heavy craft paper - keep the printing toward the inside. Then cook the head at about 250....or use cardboard for the sculpt with newspaper or whatever. DON'T COOK styrofoam. But mache does cook and harden very well... as far as durability - I have sets of puppets out there made like this for that last for YEARS!
