Mark,

We have run into the same problem with smoke machines in schools. I have
considered borrowing two different technique that I have seen...

One, best used by Michael Grahm of Spring Valley Puppet Theater, of a funnel
filled with confetti and blow tube. He very effectively creates a small
localized puff effect for his Jack in the Bean Stock show. (Michael also
very thoughtfully carries a small hand vacuum cleaner and cleans up the
confetti after the show!)

Dan Butterworth has rigged two connecting thermoses that shoot out dry ice
smoke, the smoke goes up like a guesser then hugs the ground and wont set
off smoke detectors in the ceiling.

Mark, I'm curious what you end up with, so when your performing at Open Hand
Theater this December, lets put our heads together, I'll by curious what all
you have tried and what you end up with.
