For fast and durable results, here are my tips:

-Clay is faster than anything else to shape precisely, but it does force you 
toa dd an extra step, to cut out the head and re-assemble, so when speed is 
an issue, I use newspaper and tape to make the form.

-For the paper mache step, avoid newspaper. It's weak and makes you lose 
time every layer you apply,because it adds virtually no strenght. My very 
favorite for strenght and precision is coffee filters, of the basket type.

-You can apply the paper in large pieces which you paste on both sides and 
squish down to smaller crumpled size over the shape. I call this paper mache 
bark, and the method is described on my laboratory blog.

Nowadays I add a layer or two of smooth papre pieces, to smooth it down.

-for a smoother finish, I add a few coats of a mixure I call Monster Bone, 
which is also explained on the afforementioned blog.
