I guess a little snooping about might be in order, to find out what  
makes all this possible, the nuts and bolts of dollars and sense in  
culture and education.
What I do know is that the city of Iida, having long ago made a  
commitment to put itself on the cultural map via active support of  
puppetry, has gotten rather good at doing that effectively. They  
spend quite a bundle on their international puppet fest every year.  
But I should say "invest", because despite the fact that a lot of  
that money leaves town in the pockets of puppeteers, ( ! ), part of  
the result is that the investment comes pouring back into the city to  
the tune of outlay x 300%.
