Hence the phrase "on the whole".   I have worked an amusement park  
that had both AGVA and AEA performers in the same venue- dancers/ 
singers AEA, magicians/acrobats/puppeteers AGVA.  There will always  
be exceptions and variations from city to city and state to state.
