When I was teaching puppet classes a few years ago, I finally  
perfected using plain non-toxic tacky glue. I spread it on the two  
pieces of foam, let it dry, and then stuck it together. It worked  
amazingly well. My cat is still stuck together and doing fine. In  
fact, I have since begun making my own tacky glue by leave Elmer's  
white glue out in an open container overnight. Some of the water  
evaporates and wa-la! Tacky glue!
