It uses a mix of puppets, actors and animation and clips that have been released look really good - http://puppetvision.info/2010/02/higglety-pigglety-pop.html The film was directed by Chris Lavis and Maciek Szczerbowski, who are best known for their acclaimed NFB short Madame Tutli Putli which I think has been discussed here on Puptcrit in the past. The film is being released as an extra on the DVD for Where The Wild Things Are. The puppets in the film were built by Vicki Veenstra, who I know only by reputation as one of the better puppet builders in Canada.
