I first saw Norman Foote do that gag in the early '90s.  Norman is a
kids singer songwriter out of Canada I believe, but uses puppetry in
his show nicely here and there.  He operated the mouth with a bicycle
brake cable and grip control.  The puppet head went over the kids head
and he would interview the kid.  It was very funny even without
ventriloquism.  Does anyone know if this is an old Vaudeville routine.
 It has all the markings of one.  I have no idea about the bulb
syringe mechanism.
