No, because you are depriving them of something that use to be part of circuses (and still is in some). 
My suggestion is that you bring the clown aspect into focus and the history of the little tramp in circuses and film and let the hobo part be there but not the focus of the puppet.
I think it would be criminal to have to put him away.
