I'm not sure if this was not said so much as not to offend Islamic
monarchies as much as the U.S. probably wouldn't support a democracy in
Iraq.  The U.S. tends to support what ever form of government that will
follow thier(our) will, which often is a dictatorship.  There are numerous
examples of this in Central America.  And when we do support a 'democracy'
it is likely a situation like El Salvador.
