Quite a few years ago, I remember reading in Private Eye [it might 
have been a Paul Foot item] that it was thought that it was Syrians 
that did the deed, but that as Syria was at that time the 'goodies' 
because they were sorting out Beirut, it was more expedient to blame 
Libyans, who are always' baddies', in spite of our flourishing trade 
and the fact that it's one the least corrupt  and easiest to deal 
with regimes, according to engineering acquaintances of mine.

Presumably Gaddafi's massive development plans require a token 
sacrifice, all the more feasible for him  if the two guys are likely 
to be innocent or non proven.

So yes, I reckon you're right. Have Ladbrokes opened a book??
