I understood Goat's comment differently. I thought he meant that if 
Colin really believes that there  will be peace in Ireland any time 
soon, then he is living in his own little fantasy world (island).  BTW, 
they have brought Fantasy Island back to life.  It is just as silly as 
the original.  Maybe more.
