What they are trying to do is amend the U$ constitution thus making the supreme court decision invalid. At that point they could reinstate the anti-flag burning law. However, amending the constitution is no easy task. First congress has to pass the amendment by a 2/3 vote. Then it has to go to the state legislatures for ratification. 3/4 of the states must ratify the amendment for it to go into effect. It is a very long process.
