I read that, and I didn't anything that contradicted what I said about the 
Kosovars.  Of course NATO would rather control the situation than arm the KLA 
to do it.  Always assume states will attempt to maximize their power.  And 
they would probably rather arm the KLA, with a hierarchical structure eaisier 
to control or "influence", than arm all Kosovars willing to fight.  The 
latter is still the best option, IMHO.                                     

I'm for ordinary people taking control of their own lives, with violence when 
necessary.  I'm an anarchist.
