The laser capability exists, just not in the stand-alone shoulder fired
weapon type.  I've seen shoulder lasers on Discovery Science
that will disintergrate steel but they have to be plugged into these
room-sized power units.  Give them time and we'll see them.  All it would
take would be, like, one of those 80 pound (35 kg to you metrically
impaired people) plutonium power packs we lost up in the Himalayas in the
1970s that powered electronic eavesdropping gear we used on the Chinese.

I think there were two that were buried by snow and ice and never
recovered.  Wait till the Greenhouse Thaw   hits.  Nepal won't be a very
nice place for lungs.
