they are letting them being cleasened. If anything they're speeding up the process. Anyway the bombing is a good way to get rid of the remnants of Russian influence in the Area (the spheres of influence thing churchill made uo with stalin)and prop up western freindly states like montenegro. Basically they don't like any uncertainty and with the bombs falling they know exactly what to expect,
big puffs of smoke and pretty piles of rock that used to be buildings,
