No, he left Bill Clinton with one decision, in his mind. With the
impeachment trial over, it was imperative that he show who was in charge
and why the rest of the world has to obey the U.S.

Why didn't he go to the U.N.?

I'm sure Milosevic did something wrong, he's a leader after all. Put him
in the war crimes dock with everbody else.
