Too simplistic an account chris.  Nato exists for a whole load of
convoluted reasons, and only some of them are related to US imperialism.
Your suggestion that Nato exists solely to drag America into every war is
plainly ridiculous too.  America doesn't want to get dragged into any war.
The wars it wants are wars that it can control completely, wars where there
is no opposition, wars where the US Prez will always come out as the good
guy.  The war in the Balkans was not such a war, it was a war that America
had to take part in to save face.  Grandma Albright simply can't go around
making threats if she isn't going to follow through on them.

And it's going to be primarily british and french forces that will be
involved if a ground war breaks out.  Clinton will simply not commit the
large number of lambs to the slaughter that are required to take Kosova.
Hopefully such an outcome won't come about, hopefully these peace talks
will succeed.  If not, lots more people are going to die, and i can't see
how any sane person could wish that to happen.
