This is something I have wondered about muself, though I think I know some
of the reasons. The biggest is nationalism, which, I think, is a part of
Communist Party politics. The USSR and Communist China should have merged,
but instead they got involved in a border war.  Also, Chinese Maoists (and
Maoists in general) felt that the USSR stopped being "revolutionary" after
Stalin died.  After Mao died the point became moot because China started
getting into the free-market economy (proving that totalitarian states can
easily accept a "free market").
