The US uses terror but in a different way. Instead of cutting it's own 
citizens children up to prove a point, they make us believe Iraq or Somalia 
is getting ready to invade. It keeps the Military Industrial Complex going 
but it also keeps the patriotic and the moronic under the impression that all 
hell would break loose if Uncle Scam wasn't there to "protect and serve". 

I think the Cuban Missile Crisis was a fairly effective use of terror against 
the US citizens. Before Castro, it was the "Japs". Terror tricked a whole 
generation of men into fighting in Vietnam for a dream they didn't conceive. 
In fact, I would call any form of government the use of Terror.
