subccontractors with perks and other incentives...and also so they can
continue to jerk around the unionz -- anyone notice a freakin trend?

>Memo To: Half Fare Fairness Distribution
>
>Armed with fifty copies of Joyce Purnick's January 17th New York Times
>article, "When a Law Isn't a Law, What to Do?", and hundreds of "Half Fare
>Fairness" MetroCards, mental health advocates attended today's meeting of
>the
>New York City Transit Riders Council (the "TRC"), seeking an answer to why
>the MTA refuses to implement the Fairness Law on New York City buses and
>subways.
>
>The TRC is a legislatively created Citizens Watchdog Group of the MTA
>charged
>with the responsibility to oversee and review the operations of the MTA.
>
>At a moving meeting, the TRC overwhelmingly voted to condemn the MTA's
>failure to implement the Fairness Law on New York City buses and subways.
>
>TRC Board members denounced the MTA's decade-old delaying tactics which
>required advocates to enact the Fairness Law. They noted that the MTA
>could
>have achieved Fairness administratively and voluntarily many years ago.
>
>After reviewing Ms. Purnick's article, listening to the Legislative history
>of the Fairness Bill, and hearing a moving presentation from Ms. Trudy
>Mason
>in which she recounted her attempt to implement Fairness administratively
>15
>years ago, and the basis for her passion for mental health issues, the TRC
>adopted the following resolution:
>
> Be it resolved that, the TRC urge the MTA to direct
> the New York City Transit Authority to implement
> Reduced Fare Priviledges for S.S.I./Medicaid recipients
> with a diagnosis of serious mental illness.
>
>While the resolution will not be official until the minutes of the meeting
>are approved next month, the TRC's action today is another strong statement
>that the MTA should have voluntarily implemented Fairness for
>S.S.I./Medicaid
>recipients with serious mental illness years ago; that the intent of the
>Legislative and Governor is clear, and that there is nothing technically
>deficient with the current Half Fare Fairness Law.
>
>Today it was confirmed by the MTA's own Transit Rider's Council that the
>delaying tactics and fault are centered at MTA Executive Headquarters at
>347
>Madison Avenue, New York, NY.
