So what is the method of choice? Especially for water polluted with industrial effluent?

In a general strike situation distilling is obviously a method of last resort (for water purification, it'd have other uses). Ideally everyone would store water in time, but things don't often work ideally....so the problem would be to turn nasty urban water into drinkable water in sufficient quantities. 

Trucking water in might be possible, but more likely the state would control access roads and while I don't imagine any "democratic" state would _openly_ use thirst as a weapon against large numbers of its own citizens; still, cops would certainly come in on the backs of the water trucks.

What are the limits of filtration?
