I'm thinking of just storing disk images, and having the users do the 
decrypt locally. It looks like another user's suggestion of abusing 
gnutella is the way to go. All the participants simply agree to get 
and store a disk image ( make a small disk, say 10 megs, as we 
are only storing text here ) from all of the participants.

If the local gestapo knocks over a user, they get a dozen encrypted 
disk images from folks outside jurisdiction, and one local disk 
image that only the person who's PC was seized can open.

Once out of jail, he can recover by scrounging a '486, and reloading 
his last disk image from the anarchist gnutella community.
