Interesting idea, but personally the point of anarchism (well, one of many) is to excape of bonds of deciding my actions of a fear of punishment basis, and to base my actions on respect of life and that sort of thing.  i explained it to my mother as "anarchism is the belief that humyns should all seek to get along to the point where we don't need a government".  simple, but the idea of having a government to maintain anarchy is relying on the idea that people can't rise beyond acting (or not acting) through a fear of punishment.  if you want to find out more about dealing with "social deviance" you should check out this month's issue of Clamour magazine.  There's an interesting article.  There's also the point that without the state and state imposed poverty, that levels of crime would drastically drop. .. think about it.
