Go to the local wrecking yard auction, and talk to the Ukrainians and Russians who 
are buying totally destroyed new cars in order to obtain possession of their vehicle 
I.D. numbers and titles.

Here in the US, they took one look at our local state DMVs, and instantly 
determined that our bureaucracies would be  *much* easier to bugger than the 
ones back in the motherland.

Heh. This all very hypothetical, of course.
