Iain Banks had a good solution to the problem is his "Culture" series SF novels ... treat him as someone who is severely retarded, and in need of continual watching. Find someone ( in the novels, a sentient robot ) who would volunteer for the task of following said murderer around for the rest of his life, making sure, via the minimum required amount of force, that the murderer cannot ever repeat his act.
