Might be some kind of DNS or routing problem. Or censorship. Do 
a web search for free internet proxies, and punch one into your 
browser's proxy settings. That will allow you to use the remote 
proxy to get to your blocked webpage.

This is also a good tool for getting around your local library's or 
local state's net-nanny website blocking tools.


If you want to get really paranoid, do a search for info on "secure 
tunneling proxy", and start using encrypted tunneling proxies.
