They got a waiver for it in regards to drug arrests ( this was the main reason the feds claimed the Branch Davidians ran a Meth lab, so they could borrow military vehicles from the local armoury ), but otherwise cannot participate in police actions or make arrests. They can do exercises in a city, if they have permission from the local authorities to do so. Here, in Oregon at least, the local gov. told them to sod off. The response to the local govs refusal to take part in nuke prep drills was to close down an airforce base in Klamath Falls. They threatened to close the air guard base in Portland, but the governor threatened to invoke the first part of the second amendment and replace the fed's local national guard with a state of Oregon militia, one completely outside the fed's chain of command.
