He was probably just as fooled. The new US gestapo has been thrashing
around for a while now trying to whip up some WMD hysteria to justify this
war.

They keep floating rumors to see if any are believable. The best way to
float a rumor is to tell it to a bunch of underlings, and then forbid them
to talk about it.
