Of course, it could be argued that no small country, maybe not even big countries, are truly "independent" in the world of multinational capitalism. However, all of that was thoroughly discussed by Iain, myself, and others, on the Scottish Politics list in February 2001, in order to clarify exactly what the bet meant, so that neither party could get out of paying up due to a lack of precision. For purposes of the bet, "independent" is taken to mean as independent as other smallish European countries (for instance, Belgium). Membership of the European Union (for instance) does not invalidate "independence" for purposes of the bet. Dave C
