to respond to Steve's request, the Rachleff citation is "Soviets and
factory committees in the Russian revolution", in Root and Branch, ed.,
*Root and Branch, The Rise of the Workers' Movements*, Greenwich: Fawcett,
1975, pp. 276-299.
I know there was a scholarly book (or two) published on this topic in the
last few years--a research librarian should be able to find it.
