hi list,

does anyone know where i can get more info on the stuff in nafta, apec
agreements, mai and such like on the issues of 'skills transfer'?  i
have a vague knowledge that there were attempts to specify ease of
movement of higher eschelon workers, especially those workers attached
to particular corposrations, but beyond this, i'm guessing.
anyone know of more details?
