I guess, my idea is that it raises consciousness in that the distance they create between the protests and the meeting is symbolic of how they dont really listen to "the people". Trying to penetrate that zone might be a way of putting that "distance" in bold relief. Of course, maybe that will not raise anybody's consciousness, in which case, you are right, it really doesn't serve any purpose.
