I don't think so because in the book 'new military
humanism' he talks about how the us gov suppressed
records of the us military's involvement with the
hatian military dictatorship. he is also critical of
the us gov forcing aristide to sign onto a neoliberal
economic programs in order to be let back in power. in
addition he mentions that the U.S. undermined an OAS
embargo on oil that had been placed upon the haitian
military dictatorship...

maybe you could argue he would have supported an
actual humanitarian intervention but he probably would
have preferred to see pro-aristide forces within haiti
bring aristide back to power...
