Wallace Clement edited a book Understanding Canada: Building on the New 
Canadian Political Economy (McGill-Queens: 1997) that contains several 
articles on this question.  See especially the work by Daiva Stasiulis, 
Isabella Bakker or Greg Albo in this collection.  You might also try the 
journals Studies in Political Economy and Socialist Register, 
http://www.yorku.ca/socreg/.  The latter has an active listserv on which many 
experts on the history of the Canadian Welfare state participate.
