In other words, a worker gets hired on a contract by GE Capital Rail Services. Said worker gets fired by said company. They must leave the country at that point or be in violation of their visa and be deported. This involves a heavy incentive to 'behave' and submit to really decrepit working conditions. Though it is not always perfect, since some of the Indian folks I worked with were expert slackers, while others worked 10-14 hours a day and were the absolute most demanding of support to always be working. Mixed bag. But that is what H1-B does. H1-A works similarly, but with some differences. I am not up on the complete legal technicalities.
