The billions made in the drug trade are not made by selling to people in
the ghetto. All those billions start out with sales _in_ the ghetto _to_
outsiders who have money to buy it.

The numbers racket, which used to produce considerable income in the
black ghettoes (supporting not only those in it but the groceries,
barbershops, etc etc they patronized) was destroyed by state lotteries.
Drug sales replaced that.
