Bad term, I probably should have said "ruling elites"
rather than "ruling class".

Of course, "ruling class" does exist in the marxist
sense in Cuba, for example, if one were to adopt
Bourdieu's taxonomy (different forms of capital:
cultural capital, political capital, social capital
etc), but "ruling elites" is probably a clearer term,
nonetheless.
