Sounds like Slash - a system for communal moderation of web forums, 
exemplified by www.slashdot.org. The Interactivist Info Echange uses it 
(http://slash.autonomedia.org/)
For technical details see http://slashcode.com/ - which doesn't really 
describe what it does.
It's free/open source software.

Everything from Scott gets automatically deleted thanks to my filters. 
I don't have time for trolls, and it removes the temptation to feed 
them.
