Or consider Bluefields, Nicaragua, named by its black founders after a 
certain Dutch pirate, Blauvelt, who left them there, apparently after 
raiding English slavers. No true anarchy, but the liberation gradient is 
similar. 

Or for that matter, Nieuw Amsterdam itself had much of its original value 
as a colony largely because, unlike the British colonies on North 
America's coast, it was an open port for pirates. It was also a place 
where every fifth house hosted a brewery. Not at all the same sort of 
place as, say, Boston.
