No true anarchy, but the liberation gradient is similar. Or for that matter, Nieuw Amsterdam itself had much of its original value as a colony largely because, unlike the British colonies on North America's coast, it was an open port for pirates. It was also a place where every fifth house hosted a brewery. Not at all the same sort of place as, say, Boston. Whit ------------------
