A basic computer can be had for $200-300US. There are a growing number of
freenets and lower cost ISPs. There are a growing number of
'free-community-net-access' centres worldwide. The Net continues to grow
at an unprecedented rate.

No, no, no it isn't! The very premise and distinction of the Net lies in 
its ability for any individual (with a little effort) to deliver _and_ 
receive content.
