I beg to differ what is essential to consciousness and its development is
that it is able to in the Kantian sense aspire to be indifferent and
therefore concieve of itself and in so doing revise itself -- seeing its
self is neither to observe or analyse but merely to view -- ie objectify
oneself as one might imagine that self to be and in so doing there is no
self-criticsm or self-reflexivity but merely the delusional claim that the
world does not measure up to ones subjective desires -- this is an ego
defense -- it is the infantile source of the will to power

I do not understand your question: Is all art that culture? but as to the
relationship between art and culture I would say  art has an effect over a
long period of time becomes culture -- though culture is also effected by
short term fashions in the art market place
