I'm not sure what this all means for the fact/value problem, but I do think
Colin is right when he asserts in his final paragraph that there is a prior
value commitment to humans implicit in drawing the conclusion that we ought
to have access to water from the premiss that we need water to survive.
Consider as an illustration of this that we are unlikely to agree with the
following:

1) Fact: The AIDS virus needs human hosts in order to reproduce.
2) Value: The AIDS virus should (ought to) have access to human hosts.
