I agree with your critique and feel a bit like Pee Wee Herman
falling off his bike in The Big Adventure and saying "I meant to do
that."  More care was required.  I wanted to target an expression
that gathered not only the six letters but also the scare quotes
and which referred not to a city but to a word we use to refer to
a city.  Does that get it?
 
Your second correction, if I understand, would require me to say,
"doesn't refer to anything in the world except the *meaning*
expressed by the six letters and two scare quotes you see on your
screen."  Is that responsive to the correction?
 
If I've understood correctly I agree with both these points.
