While it may indeed be to Ralph's credit that some of what he says is genuinely interesting or useful, that is not what is at issue now, and to discuss both questions simultaneously clouds the waters. IMHO suspension would be inappropraite as a first response, since there are a number of alternatives which are less heavy handed and which have at least a hope of working. (Its also worth noting that RD has been strangely silent during this exchange. What do you think Ralph? Do you concede that your remarks are offensive at all?
