Hi Doug,

I'd always thought it originated with Habermas, who uses it The
Philosophical Discourse of Modernity, p.119. But actually, I think he got
the term from Karl Otto Apel and I think, if I remember rightly, he
acknowledges this in the essay on Discourse Ethics in Moral Consciousness
and Communicative Action. Hope this helps.
