Bhaskar has argued persuasively that experience is always meaningful. Perception then is meaningful and practice too. Meaningful in the sense of filled with meaning. Hegel aruged that our practice also expresses how we think about the world. Anyway, I have made clear in previous posts that I have some concern with reasons as causes (although I have defended the arugment in print) and so I would not make the assertion you contest.
