Yes, I'd say so.  The concepts of truth and falsity are meta-ideas, ideas that allow us to say something about what Bhaskar started out calling the transitive object of science (i.e., they are ideas that allow us to say something about other ideas).  But they're still ideas, like the rest of the transitive object.
